(1) According to subsection (1) of section 7 of the Act, the Ministry of General Administration will do the work of the secretariat of the promotion committee as per subsection (1) of section 20 of the Act for the gazetted positions to be promoted through assessment of work ability and seniority and performance evaluation.
(2) For the purpose of promotion as per clause (a) and (b) of rule 72, the work of the secretariat of the promotion committee will be done by the ministry or agency that operates the service, group or sub-group.
(3) In the case of vacancies in the agencies mentioned in clauses (d), (g), (j), (t) and (l) of rule 72, the related agency will act as the secretariat of the promotion committee.
(4) In the case of vacant posts in regional, zonal, divisional, district and locality level offices in courts and districts-
(a) The secretarial work of the promotion committee for vacant gazetted posts in courts and public prosecutor's offices will be done by the court or public prosecutor's office designated by the chief judge of the relevant appellate court.
(b) Apart from clause (a), the work of the secretariat of the promotion committee for vacant gazetted posts will be done by the following office:-
(1) District administration office of the respective district for technical and non-technical posts of administrative services, other services, groups or sub-groups except accounting group,
(2) Office of the Comptroller of the Treasury and Accounts for Administration Services, Accounting Group.
(5) The Ministry of General Administration will perform the work of the secretariat of the promotion committee as per sub-section (1) of clause (d) of rule 72 and the secretariat of the promotion committee as per sub-section (2) of the same section will be done by the respective district administration office.
(6) When the promotion committee according to Clause (d) of rule 72 makes a recommendation for promotion, it shall be recommended for the post of service, group or sub-group according to the educational qualification submitted by the concerned candidate and the priority order mentioned in the application form.
